Planning and Development Projects
The Planning Program is responsible for administering the City's development process, encompassing residential, commercial, industrial, and mixed-use developments. Planning conducts current and long-range planning, enforces zoning and land use regulations, and reviews site and development plans. Planning also provides technical support to City officials, including the Planning & Zoning Commission and the Board of Adjustments and Appeals.
Development applications are submitted on our Online Access Portal.
The significant steps in the development process for most applications are listed below. Many of these processes may occur concurrently to streamline the development process, except for the Pre-Application Review, which is a prerequisite to a formal development application.
- Pre-Application Review (If necessary)
- Zoning/Rezoning* (Only required if requesting a change to the existing zoning)
- Site Development Plan* (New SDP, or Minor/Major Modification to an existing SDP)
- Platting/Subdivision* (If necessary)
- Subdivision Improvement Agreement* (If necessary)

Landscaping Work Exempt from Permits
No permits are required for grading or landscaping activities meeting all of the following requirements:
- The work is more than 10 feet away from a property line
- Not within a drainage easement
- Less than 500 square feet of disturbed area
- Less than 10 cubic yards of earthwork
Flatwork Permit
Flatwork permits are required for the installation or replacement of more than 100 square feet of impervious area (e.g. sidewalks or driveways).
Grading Permit
Grading permits are required for more than 10 cubic yards of earthwork.

Frequently Asked Questions
What qualifies as a “Wireless Communication Facility”?
Greenwood Village Land Development Code regulations apply to all telecommunications facilities except a tower or antenna owned and operated by a federally licensed amateur radio station operator or used exclusively as a receive-only facility.
What types of facilities require a permit?
Generally, all new facilities require a building permit from the Community Development department, which can be applied for through the Online Access Portal. If the facility adheres to the development standards contained in Article 23, Communications Facilities, of the Land Development Code, most permits can be approved administratively.
If the facility exceeds the adopted development standards of the Land Development Code, City Council approval is required through a public hearing process.

Do upgrades to existing facilities require a permit?
Depending on the scope of the upgrades, a permit may be required. The state of Colorado passed regulations in 2025 that exempted certain upgrades from permit requirements by the local authority having jurisdiction (HB25-1056). For those upgrades that do require a permit, many can be processed as an “Eligible Facilities Request” with an expedited review timeframe.

How does Greenwood Village regulate “Small Cell Wireless Facilities” that are typically installed along roadways?
Federal and state law prohibit municipalities from denying or preventing the installation of Small Cell infrastructure in the public right-of-way and require treatment of the equipment in the same manner as other permitted infrastructure/utilities. However, Greenwood Village maintains authority to regulate Small Cell equipment based on design and appearance standards and will review all applications in the public right-of-way for compliance with the Small Cell Infrastructure Design Guidelines.
The Greenwood Village Land Development Code is a portion of the municipal code that ensures appropriate land use. The Land Development Code, sometimes called the Zoning Code, defines each zone district and how zoning regulates each parcel of land.
