Digital Accessibility
Digital Accessibility Plan
The City of Greenwood Village has developed a Digital Accessibility Plan using the accessibility standards established in Section 24-85-103 (2.5) of the Colorado Revised Statutes. The plan will adhere to the accessibility standards for individuals with a disability established by the State of Colorado Governor’s Office of Information Technology pursuant to Section 24-85-103 (2.5), and the City of Greenwood Village will strive to be compliant with such standards by July 1, 2024.
Policy Statement
The City of Greenwood Village acknowledges the importance of providing all users with access to City services, programs and activities, which may be provided in digital format. To ensure access we will conform with the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA for digital content to the extent possible, including (but not limited to),
- The City’s website(s) (greenwoodvillage.com; artonthegreencolorado.com)
- Digital documents (posted online)
- Social media content
- Email communications
- Multimedia content
Greenwood Village’s digital content that was created prior to July 1, 2024, shall be reviewed for conformance on an ongoing basis and updates to such content will be made as needed. Digital content that is created on or after July 1, 2024, shall conform to the WCAG 2.1 Level AA standards to the extent practicable. The City strives to make our digital content as accessible as possible and remove barriers, but there may be digital assets that cannot feasibly be made accessible due to limitations in technology or excessive cost.
Exclusions
Digital content that may be excluded from conformance includes (but is not limited to):
- Complex images including blueprints, architectural drawings, or technical drawings
- Site plans, development plans or plats
- Diagrams
- Scanned historical publications or documents
- Handwritten correspondence
- Comprehensive tables and charts
Upon request, the City will make reasonable accommodations or modifications for alternative access to digital content that may be excluded from conformance.
Methods
The City utilizes digital accessibility tools that automatically and manually check its website for conformance with the WCAG 2.1, AA standards. Reports are issued quarterly, and items that fail to meet compliance standards are corrected as soon as possible by the appropriate responsible party.
The City has and will implement procedures and train employees to create content that conforms to the WCAG standards. The City has procured software and services to further its goal of compliance with these standards.
Timeline
The City of Greenwood Village will strive to make as much of our digital content accessible by the July 1, 2024, deadline; however, due to the large scope and breadth of this requirement, some of our digital content may not be fully accessible by that time.
We will continue to work in good faith toward conformance with the WCAG 2.1 Level AA standards and will provide quarterly updates on our progress, beginning on July 1, 2024. Such progress reports will be posted to the City of Greenwood Village Website (greenwoodvillage.com). We strive to be compliant by July 1, 2025. The City is working towards WCAG 2.2 compliance when possible.
Progress
As part of our efforts to become more accessible, the City has completed the following:
- Conducted an audit of our existing Information Communication Technology, currently published on the City’s main website (greenwoodvillage.com)
- Modified existing web content to conform with the WCAG 2.1 Level AA standards, including the addition of Alternative Text for non-text content.
- Removed, modified or remediated digital documents uploaded to the Document Center, including Portable Document Format (PDF) documents.
- Updated the color palette of the website to better meet color contrast requirements.
- Purchased AudioEye accessibility software to provide manual and automated testing and correction of errors identified on our website. AudioEye offers an overlay tool on the site to enhance the user experience and enable customized modifications to the way information is displayed. Our accessibility score has improved from 95 to 98 since July 2024.
- Added live captioning to Greenwood Village City Council, Planning & Zoning Commission, Board of Adjustments & Appeals and Parks, Trails & Recreation Commission meetings where possible. Closed captioning is provided after the meeting on the recorded multimedia event.
- Closed captioning is provided on all social media multimedia content.
- Purchased CommonLook PDF software to remediate existing PDFs and staff is being trained in the correct remediation of PDFs.
- Worked with third-party vendors to obtain Accessibility Statements and/or VPATs.
- Our website vendor, CivicPlus has updated their products to improve keyboard navigation, corrected the focus order, updated various roles, provide summaries of data tables, linearized tables, and improved the markup of lists. They updated graphic buttons by adding tags, labels, ARIA roles for more intuitive navigation.
- We began the process of modifying website navigation to make the user experience simpler, making content more easily read where possible and ensuring consistent navigation.
Procedure to Request Accommodations
If there is digital content that has not yet or cannot conform to WCAG 2.1 Level AA standards, the City shall make reasonable accommodations to the extent possible, so users have equal access to the City’s services, programs, and activities. Users can request accommodations by submitting the following:

- Digital product, program or location of accommodation request
- Description of the problem
- Date

Help Us Make our Digital Content More Accessible
The City is committed to continuously improving its digital content and improving access to its services, programs and activities for all users. However, accessibility compliance with every piece of digital content in the City will take time and may have resources and/or technology restrictions. There may be some instances where the City is unable to provide information in an accessible format. On those occasions, we will provide reasonable accommodations to the extent possible.
